Garland police have arrested three people for insurance fraud including a city employee.
Police say investigators have uncovered a scheme within the city's Risk management group involving several hundred thousand dollars.
59 year old Patsy Leathers a city employee, as well as 66 year old Jerry Diviney, and 41 year old Duane Stailey have been arrested and charged with engaging in organized criminal activity.
City officials says they're looking into re-assessing policies to protect against misuse of city funds.
