President Obama's "Race to the Top" is already running into problems on the ground level with teachers skeptical about the plan.
It isn't that the American Federation of Teachers is against rewarding educators it's the part about tying the incentive to student test scores that Rena Honea doesn't like. For one thing she says some teachers choose to work in tough schools to help underprivileged students. And she adds in Dallas there are teachers that would not be able to receive the bonus because of what they teach.
She would rather see the 5-billion dollars used for something else.
