A number of north Texas cities are trying to save money by privatizing services and some city functions. Dallas thinks it can save $1.5 million this year by turning over the operation of the city zoo to the Dallas Zoological Society. Dallas County is hoping to save a million dollars by contracting outside city hall for certain legal services. Plano eliminated its city printing and graphic design staff in September. In Rowlett city officials say they may contract out city planning services, tech support, and other departments. That worries some government experts. Harvard University professor Stephen Goldsmith notes "It's easy to save money by doing things worse."
